Saying all this, none of the above appear to be exactly what you have. My first thought is that these are the individual pennants with the backing peeled off and attached to some kind of cardboard. Perhaps even cereal box stock.
But it appears these may have been issued with the pennants attached and can be peeled off the card stock? Is that the case? |
