Ruth's OB% was .5445 in 1923 and Cristobal Torriente was 2nd at .4809. Ruth's next highest OBP was .532 in 1920. My source is BBR.

He played for a lot of different teams, I am not surprised. Plus, a lot of underserving guys from the 30s made the Hall.
