We don't group all the Topps, Goudey Sets etc into one set, each year is a separate set. I'm I missing something here.
One of the reasons is that many of the photos are used in multiple years, as are the card designs. Another might just be that no one is asking for it. T206 cards were produced in different years too, but it's one set.

I'd guess if the cards had numbers on the back and there were multiple cards with the same number, then it would make more sense to separate it
