You can't tell this by looking at the scans. Scanner settings can drastically change the look of a card. Note the difference in depth of the black for the SGC inner frames on the REA and the Mile High copies. That's a saturation and contrast setting difference (among other things like gamma values).
Here's an example of how settings can change the look of a card. Same card scanned using the same scanner with different settings one minute apart.
