That is a cabinet by Carl Horner. They are, I believe, the only mounted photographs which a Type will be assigned too. This has been PSAs policy since the inception of the Type system.

I found it interesting that they received a Type 1 for this cabinet. I guess it is possible they can see under the paper through a corner, but I thought no cabinets can receive a Type 1 letter. Not sure I see a reverse stamp.
An amazing item, so maybe the answer is who cares.
