MLB certainly loves HRs, for sure. The shift rule though - this was designed to increase batting averages, wasn't it? It seems like it didn't really have the desired effect. I could see them trying to do an even more extreme version of this.
I've also heard everything from outfield shift rules, moving the mound back or down, to "starting pitcher must throw X # of innings" with the idea that they would then be encouraged to throw lower velocity.
