Ryan is absolutely correct!
PSA doesn't do a good job of correctly maintaining their database.
Especially when it comes to Piedmont, Piedmont 150 and Piedmont 350 backs

Thus, the PSA pop report on that is flat out, completely wrong. Your Matty Dark cap (very very nice example BTW) may indeed be one of the highest on PSA’s misleading pop report, but I will bet dollars to dimes that there are many t206 matty dark cap piedmont 350s graded higher than yours.
