Adam, I asked an ebay rep about this specifically out of curiosity and he said that when they leave you feedback is counts as received or if they don't leave feedback it is 30 days. However, I was the first person that actually asked him that question and he didn't seem too sure, so that may not be accurate.
It is going to kill sales for people who like to sell inexpensive cards and send in a stamped envelope.
Paypal tried this stuff about 15 years ago in an effort to make interest by holding money longer and there was so much pushback that they reversed the policy. Since this policy will make nobody happy, maybe they will reverse it, but I would not count on it.
