In other industries�such as dealer auto-auction software�technology already exists to limit shill bidding. These systems combine behavioral analysis through machine learning, IP and user-account tracking, and even blockchain-based verification to detect and prevent fraudulent activity. They monitor patterns such as rapid bid jumps, unusually small increments, or inconsistent user behavior to flag potential bad actors. It�s not perfect but maybe it�s a start.

Enough people have to get fed up.

Most major auction houses have already looked at the options and decided to indemnify themselves with shilling/house-bidding clauses. For the most part they know their bidders and issue 1099s accordingly. They also attract bigger items because they are negotiable on seller fee and reserve terms.

On the other hand eBay is happy to allow another level of obfuscation by allowing consignors to middleman sales, effectively killing any KYC (know your consignor). They of course 'know' bidders, but connecting them to any particular item is impossible.
