Mark, I have the same pennant and yours is the only other one I have ever seen. Below is a photo of it and a photo of Walter O'Malley at a press conference in 1958, where he is pushing for passage of a referendum to be voted on by LA voters that would allow him to build Dodger Stadium at Chavez Ravine (BTW, the referendum just barely passed). You can see the pennant hanging in the background.
Mark, pure speculation on my part, but I think the reason there are so few of these is that they were never available for purchase as they were made for special events. The construction of the pennant is unlike any others from that vintage (I believe wool, with the spine cut in an hourglass shape also made of the same wool-like material). I have a few other pennants from 1957-58 that were also clearly made for special 1957-58 Dodger events only.
