Given that most of the other caramel sets seem to fit neatly into a family--E90-1,2,3, E92-98, E101, E102, E104-6--it could be that the design of the E103s (ad on front, blank back) have made them the odd set out in the minds of many collectors. E91 is odd-set-out in a way, too, and also trades at a discount relative to scarcity, though probably due to the less realistic images.
Given the way collectors seem to migrate, over time, to rarer and previously-ignored sets, I think it's likely that some folks will finish their E97 sets and come looking for a new challenge, and once a handful of people undertake that challenge, prices will start to reflect scarcity, the same way that the rarer standard-design caramel cards have differentiated themselves over the past few years.
