Although a "blacklist" is a good idea in theory, it won't work. You would have the same problem that eBay has with feedback. You'd get some jackass who decides to slam you because you slammed them for not paying for an item - or not sending an item - then you have a pissing match and both people look bad.

People should resolve their own disputes. If there needs to be some public forum, do what they're doing now - report facts to the Board and let everyone come to whatever conclusion they want.
