Default Distribution of 1933 World Wide Gum cards in Canada

1933 World Wide Gum (WWG) cards look just like the Goudey version on the front. But the back is slightly different. There are two back versions, one is english only and the other is french and english.

Recently, I bought some 1933 World Wide Gum cards with the english only back. I asked the seller what the backs were. Before he got a chance to look at them (I think they were at home, and he was emailing me from work), he told me that he bought them in Toronto, so they were very likely english-only backs. It turned out they were english-only backs. When I asked him for more info on that, I didn't get a reply. So I don't know if he knows more or was just guessing.

Anyway...anyone have more insight into this? Where were the french/english backs distributed. An obvious guess is that the F/E backs were distributed in Quebec where they speak french too...but anyone have insight other than guesses? Were the english backs then distributed in Ontario and western Canada? (were cards issued in western Canada back then?).
