After my post I started to think and have another theory.

Question? Don't the cards still belong to the original owner?

Some may say that they have been abandoned. But don't you have to have someone find them first before the original owner can be deemed to have abandoned them. If they are not abandoned then the current owners have no legal claim and the original owner should be able to reclaim them.

The manner of recovery may be in Replevin?

Interesting thought that I'd just throw out for all you other lawyers to pick over.
