I think it's pretty clear that the Ty Cobb brand was distributed in Georgia, and because it is so rare it is safe to say it probably wasn't available anywhere else.

Likewise, because it was found with this large group of Piedmonts, the chance of it being a circa 1910 issue improves.

What still remains a mystery is how it was distributed, and whether it was part of the T206 rubric or if the design was copied due to the great popularity of the set.
