Anthony N.According to Lipset it's Dougherty/Lord. That card only appears with one factory designation, as opposed to all the others that have 2 possible. He did write not to assume that it is twice as tough though, as it's not known if equal amounts of cards were distributed from each factory.
PSA's registry has given it a higher weighting than for other common players, for what that is worth.
