'60 packs and wrappers just seem a bit tougher- check Steve Harts website and you'll see he always has '59 and '61'-2 Fleer packs, but rarely '60's.
There is no Pepper Martin card in the '60 set, at least with the front.
2K was not a bad price for this card. A cancelled Collins/Martin that was graded PSA 8 (but didn't have the qualifier it should have, since a chunk was taken out of it in the cancellation) went for a bit over 8K about 5 years ago in a private sale. All 3 that were handcut went for around 3500. each in Lipset about 5 years ago, they reside in Levi's set. All have been graded PSA-authentic. Similar prices were realized on each of the 3 in the Dec '00 Mastro.
The one I obtained (pictured above) was purchased raw on ebay about '02 for $1000. It is oversized, but factory cut and has not been cancelled.
I don't have a wrapper from this set, but do have a pack, box, and about a dozen different 3 card panels:
