There are no "huge import taxes" on importing baseball cards into Canada. The taxes that are collectible on importation are the same as if the purchaser had bought the cards in Canada. For example, in British Columibia, taxes of 5% GST and 7% PST are collectible, just as if the card was purchased in Canada. Next door, Alberta has no PST, so just the GST is collected. Any item sent through the mail with a value of under $20 has no tax collected, and in practice, Canada Post will often not collect the tax on items where the declared value is hgher than $20 (given that it is not economical to collect say $2.60 tax on a $50 item)
