Like all things, depends on the set. But I'm assuming you're talking about Pugilists In Action? That would be the John Player & Sons version, as opposed to the Ogdens.
If so, they're a little tougher than Ogdens but not much. I'd say 60/40. They're not as widespread as the Churchman Boxing Personalities by any stretch but I wouldn't call them rare or scarce. I haven't seen any market favoring for high grade examples (NM-MT) as compared to the Ogdens and am not sure they warrant one.
Released in 1928 with what appears to be a solitary print run (unlike the '38 Churchmans that were released over the course of a couple of years).
