That's weird. I reported it by clicking on the report item link on the right side of the listing. That brought up a section with 3 pulldown menus. Selecting listing practices in the top one activated the second one etc.
Were you trying to report from somewhere else? That could be it. I can easily see Ebay having inconsistent features.
