Rob LHey Jay,
No, the smallest ball is not a golf ball. The baseballs initially ranged in size from golf-ball size to softball size depending on what the maker had. Early golf balls were made with goose feathers and leather. The golf ball was then soaked with the feathers expanding and the skin shrinking to form a hard ball. Most golf balls were also painted. This ball is likely a kids ball or an early town ball. The interior is wrapped yarn/string.
