Shill bidding is unacceptable on eBay, given that it's against their Terms of Service. Doesn't matter if it's a friend or a coworker or your buying account or the consignment firm themselves.
Shill bidding/hidden reserve bidding is illegal in most states. It is not illegal in Texas if you're informed it could happen, so that is why Heritage Auctions is headquartered in Texas and has Rule 21 in their Terms.
