Those particular cards are printed that way in 1999 Topps, it’s just bad design QC, not a printing mistake or error. I guess if you really wanted you could call it an UER, but as most of Topps modern sets seem to have some of this, I do not.
Even the 22 set has some flipped backs. The only person I have seen get into the minutiae of these modern sets is Lifetime Topps Project, if you have modern quirk questions he usually has a notation on it.
