I also see Jimmie Foxx and Bill Dickey on there.

You might initially think 1940s, based on the printed names. But I would surmise late 1960s, and here's why...

1. I believe it's a souvenir of the Baseball Hall-of-Fame... that's the common thread of all these otherwise randomly placed names.

2. Feller was inducted in 1962 and Rickey in 1967.

3. These facsimile balls were very popular in the late 1960s, so it would make sense that the HOF would offer this type of souvenir at that time.

4. I would go even a step further and say that the Ball was offered just after Branch Rickey's 1967 induction, since he is the only non-player to appear on the ball. Otherwise, why would he be the only executive on there? Yes, he was once a struggling player, but was inducted for designing the "farm system" and as the GM who signed the Gashouse Gang and Jackie Robinson.

If there is a brand/logo or other stampings on the ball, it might help to date it more precisely. Feel free to post additional pics, if so.
