A new virus is spreading, with it's transmission mode unknown. The supply of masks was limited for medical personnel. New info was coming in daily, especially in the early stages. As it turns out, transmission is via aerosol and not contact or droplets, so surgical masks provide less (not zero) protection than thought. However, staying away from sick people, closed areas, and masking would have indeed led to a much more manageable event, as even a surgical mask has been proven to reduce the initial viral inoculation. Still applies, with N95 obviously being the most effective.
Here's a pretty good *actual* timeline of events as they unfolded. It's very interesting that Fauci only started to get demonized after he corrected or disagreed with, virtually, one person in the world. Much more is known since this article was published:
