Looks like the sheet got run through the black press twice, offset the second time. Most of these sheets would have been thrown out. Most grading companies will not grade this as an error card, because it is just misprinted by the factory that printed the cards.
It's worth whatever you can convince someone to buy it for.

Also, card collectors normally use the term "double print" to refer to cards that were printed multiple times during a printing process, making them twice as likely to be seen as single prints. Topps used to use 110 card sheets (11x10) that usually had 80 cards depicted, therefore printing three duplicate rows to get the 80 cards + 30 cards to fill the sheet of 110.
