Chasing HOF rookies is an international game.
There are several HOFers and future HOFers who have Japanese RCs, besides Pac-Man and B-Hop. Most notably for me are Tommy Hearns and Salvador Sanchez, who both appeared on magazine issued stickers or cards that predated their Paninis.

Kenny Norton has a 1975 Malaysian 'menko' card. That predates all others I've found.
The Klitschkos appear on Ukrainian calendar cards from 2000, which predate their 'rookies' and I think (Dave. chime in here) there are even earlier German cards.
