It's slabbed in PSA's newest holder, so chances are this is legit. Many minor league cards are trimmed to smaller sizes than Topps cards, so the size doesn't scare me. The specks and scratches are a result of the scan and/or retouching to oversharpen the image.
The price seems really high, but it's been years since I've purchased any slabbed Pedro minor league cards.
