I am looking for issuer and year along with any other info. I was pretty sure I had this info at one time but I cannot locate and if it was in my mind that evidently has become feeble.

It appears to be very thin stock like newsprint or comic that has been adhered to a backing. It is similar to the Rover Wizard set.
