The Baseball Hall of Fame doesn't purchase anything so that item would have likely have been donated by one of the teams or possibly the home plate umpire. I would assume the HOF has provenance on the item.
I supposed a collector could have had the signatures forged and donated it but I don't see the point as there's no financial gain to be had.
