This sounds like it was probably similar to the Topps Mantle cards from around 1996 or so. I pulled a redemption card that allowed you to enter a drawing for the card pictured, not that you won the card! I decided I'd rather have the redemption card than a sliver of a chance at the real card (which was a 1958 Topps, by the way). The redemption card was just a modern image of the card on front and the standard rules and address spot on back. Guessing the 98 issue had similar redemptions for real Clemente cards. I recall they were not easy pulls for the Mantle.
