Without checking my references, I'm thinking these first popped up with 1960 Hockey in Canada. I believe Topps didn't start selling cards until New Years in 1960 (59-60 set). Going on memory though.

Woody Gelman's Card Collectors Co. sold these (or something like these) for a bit in the mid to late 60's. They had some with and some without the slits. Likely overstock if so.
