NFL HOF has a reputation for being "easy" to be inducted. I think it's hard to call any successful NFL career easy though, so I disagree.
You can buy HOF lineman RC all day for a few dollars, even back into 50's and '60s. Most receivers too.
There is a great value ( in my opinion) in football cards. They may see a resurgence. But that value still may be concentrated on the 5 or 6 vintage players who are most expensive already.

I agree with all of the above, the older HOF players are really not that expensive when you compare them with today's stars. So many more cards of the modern-day players, many going for more money than 20+-year-old HOFers cards. I think there is a lot of cards in that range of great value.
You can get a lot of HOF cards of that era rather inexpensively if you concentrate on lineman and defense. Lawrence Taylor who is among the most expensive defensive players in those years I think is still terrible underpriced. I mean who can compare with him, Ray Lewis, those are the two best players I have seen on defense, followed by Ronnie Lott.
