Default Is this really a 1948 Team Issue of Richie Ashburn?

This Richie Ashburn team issue photo closed last night on ebay: https://www.ebay.com/itm/146799915517. I was the underbidder. The seller listed it as a 1948 issue. When I asked the seller how he determined the year, he said it was based on the uniform style. I went to the Hall of Fame's Dressed to the Nines database and confirmed that this style was used only in 1948. A very similar style was used in 1949, but the socks are different.

So far, so good. But I don't think this alone establishes the 1948 date. The Phillies could have used an older picture in a 1949 or later team issue set. Have any of you ever seen this team issue before, or other players from the set? Any information about the date? I'm just curious to know if it really pre-dates Ashburn's 1949 Bowman rookie. I could not find this photo on the trading card database.
