Question I do not understand, Questions on Historic Autographs Company Perez Steele postcards

I am hoping you can help me understand a couple of things.

I have a couple question that I am hoping someone can assist me in understanding. I noticed that Historic Autographs company uses Perez Steele postcards, but places a border around the front of them, then sells them as their own.

Specifically, I am referring to the 2012 Art of Baseball Historic autograph PSA/DNA postcards on E-bay.

They will even go as far as stating a number out of /** on the PSA/DNA slabs. Like it is their original.

Then they place a purple backing to the postcard. Looks like it is just a purple paper that is not attached to the postcard with nomenclature on it. On the bottom of that purple card it states " Congratulations! You have just received a 2012 art of baseball edition autograph card. The autograph card is guaranteed authentic by Historic Autographs. 2012 Historic Autographs, LLC. Printed in USA "

You can see an example of this by searching Ebay.

First, it does not state the autograph is authentic, only the card, if I am interpreting the dialog I mentioned above on the purple card correctly. So, is the autograph authentic. I would say yes, since it is enclosed in a PSA/DNA slab. Also I can check the certification number from the slab, on the PSA site to verify authenticity.
Do you agree?

This entire process seems like plagiarizing the original Perez Steele postcards to make a quick buck. But I am sure they paid something to Perez Steele to keep them out of court.

Also, how do they have Don Drysdale autograph, who died in 1993, on a 2012 Art of Baseball Historic Autograph PSD/DNA slabbed on E-bay? Again, the Historic Autograph Company post card has its own unique border around the Perez Steele image, so this card in my mind would have been photo shopped to add the border, and this would have happen after Mr. Drysdale had passed, since it is a 2012 Art of Baseball edition postcard.

Please educate me on these 2012 Art of Baseball Historic Autographs postcards. The questions I have mentioned above, really have me going down the rabbit hole....
