Is there a Topps Vault Certification Register?
Or some other means of verifying that a purported Vault item is a Vault item? I am looking at an expensive Topps Vault proof for my collection and wanted to check out its legitimacy as best as I can.

Not that I am ware of, but all of the early stuff came with Topps paperwork, If they got it directly from topps they should have the paperwork to go with it, maybe even the listing directly from topps, hope that helps.
