I would say that since one of the players is wearing a jersey with "Victoria" on it, the letter in question is probably a "V". |

Since it's Victoria, the BC could conceivably mean "British Columbia." |

Another possible clue--on each of the two posts appears to be an American flag. Possibly a joint US/Canadian baseball league? For what it is worth, pins from this era spell "baseball" as two words, "base ball". |
