Memory Lane T206 Browne Washington PSA 7 w/... Paper Loss?!

How'd PSA miss the 3 spots of paper loss on the back!?

There's what looks like possibly another small spot of loss on the front too...

I suppose another one to chalk up to "Buy the card not the holder", eh?
