Topps T206 Buybacks

Are these Topps T206 buybacks that were redistributed in 2001-2002 legit? I�ve never heard of them until now. And if they are, are they still collectible? It seems like a really cool deal if they were legit. And I wanted to know if they had as much value as a regular T206?
