Lucky grade?

SGC's grading scale is unclear about specific types of back damage, but the first time there is any mention of a piece of the card being missing is at a 20. I was under the impression that people generally didn't send cards like this in for grading (for the purpose of reselling) because it's much more saleable as "NM w/ minor paper loss on back" than SGC 20 or 30. |

Just recently there was another SGC graded 60 that had paper loss on the front of a T206, it made no sense to me. |
