My guess is that leaving the sticker on is supposed to demonstrate the appreciation in value that the next buyer will receive. Right.

I would guess if the seller bought the card for the $15 price tag that after free shipping and ebay fees they should be charging more that $20.

I would be okay with it. 25% is a small mark-up. It should be assumed that a seller is selling to make a profit.
