Cant throw over to base after 2 throw what if

Has it happened yet when 2 outs and man on first and 2 throws to first already

3 ball count 2 strike count... cant runner just walk all the way to 2nd base..? you cant throw over or do a pitch out as the ball is a walk ...

The pitcher can throw over to first a 3rd time but he must pick the runner off or else its a balk.
