Most under-valued vintage set?

My bro asked me this question, and I thought it best to pass it by the rest of you. I can think of sets that are selling low now compared to scarcity (OBAKs, for example), but value implies popularity among collectors as well. Any thoughts on sets that are low now but have a good potential to pick up in the future?

Good opportunity to plug sets that you have dupes in! (or send novice collectors off in search of crappy cards).
