SGC Grading question

I have always wondered this and decided I might as well ask...
SGC suggests you consult price guides etc for declared value in order to submit. What if you paid $50 for a card that lists for $400 because of the condition. Do you "declare" the value at $50 or $400? It may seem idiotic to ask but it has prevented me from submitting up until now and makes me sell off cards in order to buy already slabbed ones!
