'49 Leaf Question

I was looking through my price guide and it lists 2 different #'s of cards in the set. It lists the Complete set as (98) but then on the line below it shows pricing for common cards and indicates that there are 168 cards. How many cards are actually in this set? 98 or 168?

the set was skip numbereded to 168 but only 98 cards were made.
