It definitely is not Fergie Jenkins.
It actually appears to me, to be Lou Johnson, who played for the Cubs in 1968. Steve

Looks like Lou Johnson, though he wasn't with the Astros or Cubs in 1969. He was with the Cubs in 1968.

Thanks to both of you. You are correct. I mis-typed the year. It is a cover from 1968 (4-26 according to the bottom) and, according to Baseball Reference Lou played that day. I do appreciate both of you for helping me with this.
