While I can't place the bibbed shirt...
It should be noted that striped pants were a common fashion of the era, and it probably has nothing to do with a "sports uniform". Also, given the apparent age of the individual, I highly doubt he relates to any sport. You might be right regarding it as being some kind of Mason or fraternal organization outfit Scott.
