That's not a scanned image - you can see a shadow of the person taking the picture. The image has also been taken at an angle. Scanned images are always 100% flat.
I see two possible scenarios here: One - it's an older PSA flip, and standards were different then. It's possible that staining like this didn't automatically bring a card below a 3. Two - the stains were considerably lighter when it was graded, and have darkened since. Or, it's actually mold that has continued to grow and spread. |
