Help with silver plate plaque featuring medals

Plaque

I could be wrong Carlton but my guess is that this could be a piece made by Weidlich bros as a salesman sample piece of some sort. On some of their trophies which had a generic lady liberty style figural they put a sport shield on the front, like on this football one I used to own. The shields are very similar.
