This is rather useless information, but this bot (or whatever) is posting UTF-8 Unicode...think of it as a type of text formatting.
The problem is most browsers will display ISO-8859 (Latin) so this UTF-8 text turns to garbage. So, that's what's with the weird string of characters. It's a bad software "translation" of something it don't know how to display properly. The source is Ukrainian language/characters. Using a UTF-8 to ISO-8859/Latin converter can salvage some of what it's trying to say in Ukrainian text.
